We measure the fiscal policy stance with two variables: the budget balance and public debt issuance (both in percent of GDP). From a macroeconomic perspective, one of the central insights from past research on developing countries is that prudent fiscal policy—that is, low budget deficits and low levels of public debt—is a key ingredient for economic growth, which in turn is essential for reducing poverty and improving social outcomes.
